President
Kim served 29 years in law enforcement starting her career with the City of Urbana and retiring as a Sergeant with the Illinois State Police. Kim became an affected co-worker following the death of ISP Sergeant Rodney T. Miller (E.O.W. 05/12/2006). Kim became active in the Chapter through the Cycle Across Illinois and is the co-chair of that committee. Kim has attended Chapter Trainings, Traumas in Law Enforcement, National Conference on Law Enforcement Wellness and has served as a liaison during National Police Week. Kim is an active member of the Critical Incident Memorial Team. Kim is trained in Critical Incident Stress Management and is trained to assist police departments with filing their Public Safety Officer Benefits (PSOB). Kim was awarded the 2024 Charles Shinholser Award for Volunteerism in recognition of her humble and exceptional volunteer efforts in service of law enforcement survivors.
Vice-President
Mike has been in Law Enforcement for 15 years with Oak Brook Police Department. Mike became active in the Chapter through the Cycle Across Illinois and is currently the Co-Chair of this committee. Mike is also an active member of our CIMT. Mike is CISM trained. He is also trained to assist police departments with their Public Safety Officers Benefits. (PSOB). Mike has attended Police Week as a Liaison, Traumas in Law Enforcement and National Conference.
Secretary
David is the surviving sibling of Rock Island Auxiliary Officer Todd C Johnson (EOW October 20, 1993) who was accidentally shot during a training exercise. David attended his first National Police Week in 2002. Later that year David participated in Siblings Retreat and has been active in COPS since. David and several other survivors held the first meeting in January of 2005. David served as our Founding Vice-President and continued to serve for several years. David has ridden in every Cycle Across Illinois since its inception. David has also attended Chapter Training, and has been Support for COPSWALK Midwest.
Meghan is the adult child of Metro Transit Police Officer Marlon F. Morales (E.O.W. 06/13/01) who was shot and succumbed to his wounds 3 days later after stopping a fare evader. Meghan was just 3 weeks old when her father was killed in the line of duty. She literally grew up as a member of COPS and has attended COPS Kids Camp, Outward Bound and Young Adults Retreats. She’s attended numerous National Police Weeks and has participated in COPSWalk, St.Louis, COPSWalk Midwest, and COPSWalk Harpers Ferry. While in high school she led her cheerleading squad in multiple Virtual COPSWalks, fundraising for COPS. She recently graduated from St. Ambrose University with her Bachelor’s Degree in Accounting, Finance, and Marketing. Meghan is excited to support the chapter in this new role as Treasurer.
Executive Liaison Officer
Katie has been in Law Enforcement for 17 years, starting in Thornton Police Department and currently with the Bradley Police Department. Katie became active with ILCOPS after the tragic death of her co-worker Sergeant Marlene Rittmanic E.O.W. December 30, 2021). During the course of her career she has lost numerous co-workers and friends to suicide, officer involved shootings, and medical related incidents. Katie is an active member of the Critical Incident Memorial Team and has been trained to assist police departments with their Public Safety Officer’s Benefit (PSOB). Katie’s goal is bridge the gap of police departments, families and ILCOPS to provide support where it is needed in all areas of the law enforcement families.

Debbie is a surviving sister of Trooper Mark Toney, Iowa State Patrol, EOW 09/20/11. She has been very active in our chapter with chairing our Sunshine Committee, serving on our Board and is currently serving as the Family Liaison Co-Chair of our Critical Incident Memorial Team. She has participated in numerous COPS programs including Traumas of Law Enforcement, Chapter Training, National Conference on Wellness, COPSWALK Midwest, Siblings Retreat and as a Liaison to National Police Week for our Illinois survivors. She is also CISM trained
