Designates the Stuttle Road overpass over Interstate 55 in Williamsville as the “Trooper Bernard D. Skeeters Memorial Overpass”.

This is the location where Illinois State Trooper Sauter was tragically killed on March 28, 2013 when a truck driver fell asleep and crashed into Trooper Sauter’s squad.
House Bill 1516
Amends the Illinois Vehicle Code. Provides that a willful violation of the Illinois Motor Carrier Safety Law that causes a motor vehicle accident that results in great bodily harm, permanent disability, or disfigurement to another person is a Class 3 felony. Provides that a willful violation of the Illinois Motor Carrier Safety Law that causes a motor vehicle accident that results in the death of another person is a Class 2 felony.

These are the charges filed against the driver who killed Trooper Sauter on March 28, 2013, and the driver who killed Vincent Petrella, a toll highway worker, and seriously injured Trooper Doug Balder on January 28, 2014. Currently the penalty for violating this law is no different than if the driver fell asleep and crashed into a guardrail. This bill increases the penalty if the driver falls asleep and kills or seriously injures someone in the future.
